Zishan Engineers (Pvt.) Ltd. (ZEL) is a Pakistani engineering consultancy incorporated in 1981. In addition to Pakistan, ZEL has invested in Nigeria.[1]

ZEL provides services to the oil and gas, petrochemicals, water, power generation, and various other industrial sectors.[2] Their major clientele include companies in these sectors in Pakistan, and certain foreign companies in Nigeria, USA, Saudi Arabia, Oman, UAE, Malaysia and Bangladesh.[3][4]

History

The company was incorporated as a private limited company in 1981. This time the concept of design engineering in Pakistan was virtually non existent. With the emergence of ZEL and other Pakistani engineering consultancies, the dependence of Pakistani industrial companies on foreign companies for expertise on design engineering reduced significantly.[5]

In 2008, ZEL achieved ISO 9001:2000 certification.[6]

Activities

OGDCL Project

Zishan Engineers was awarded the engineering design for Kunar-Pisakhi-Deep, Neshpa, Mela Kunnar and Tando Allah Yar (KPD-DAY) fields by Oil and Gas Development Corporation (OGDC). The project is a major national development with a total cost of 72 billion rupees. The engineering design project awarded is of over 250 million rupees. After losing the bid, ENAR, one of participating companies in the tender, As per Public Procurement Regulatory Authority (PPRA) rule 48 & SOP 46 of “Manual of Procurement Policies and Standard Bidding Documents for Goods, Works and Services” of PPRA, the other bidder sought rebuttal from grievance committee of OGDCL pointing out grass-root violation in the pre-qualifying of M/s ZEL, Corruption allegations were denied by OGDC.[10][11] OGDCL clarified that ZEL's bid was 192 million PKR less than ENAR, the 2nd lowest bidder, and that process was completely transparently and none of the pre-qualified consultants including ENAR objected to it. OGDCL later clarified that the story was motivated and served the vested interest of the losing bidder. [12]According to the The News International :"If the process for prequalification of engineering and design consultants was transparent and as per eligibility and other requirements then what was the reason that OGDCL did not follow the PPRA’s Rule # 35 “Announcement of Evaluation Reports” and it’s relevant SOP’s like SOP47 “Announcing Tender Evaluation”.
