Warm Springs extension route

Warm Springs / South Fremont[1] (originally simply Warm Springs) is an at-grade BART station under construction in south Fremont. Revenue service has long been delayed from the original target of 2014,[2] and further delays are possible.[3][4] Service will terminate at Warm Springs until the Berryessa and Milpitas stations open, extending the line farther south.

The station has an at-grade island platform with an overhead concourse, transit connections to AC Transit and VTA, 2,000 parking spaces on 34 acres at ground level, taxi stands, and drop-off zones.[5][6][7]

Construction delays and history

The extension broke ground in 2009. Construction of the station began in 2011,[8] and was expected to take three and a half years.[2] However, the opening was pushed back from the original 2014,[2][9] to fall 2015,[10][11][12] to early 2016,[13] to spring 2016,[14] to summer 2016,[15] and finally to fall 2016[16][17] before the agency went silent in December of that year.[4] The schedule for opening was withdrawn, because it was hard to predict, during part of 2015.[18][19][20] The station was expected to open as an "October surprise," a news event for the November 8 vote on a BART bond measure,[21][20] but this did not occur.

Construction was expected to reach physical completion (aside from testing) in late 2015,[22] though this was pushed back to spring 2016,[23] to summer 2016,[8] and back again to fall 2016.[24] Systems testing had been expected to take nine months,[25] but took longer than expected.[26] Testing began in spring 2015;[27] the third rail was powered on in November 2015;[28] and dynamic testing began in January 2016.[15]

In 2011 the city of Fremont approved $US 90,000 to lobby against construction of a Union Pacific rail yard adjacent to the station, arguing that the rail yard would hinder transit oriented development.[29] A pedestrian and bicycle bridge to the west side of the station is planned for completion in 2018.[30]
