Van Dalen was born in the town of Kuils River in the Western Cape and attended De Kuilen High School He is a Democratic Alliance member of the Parliament of South Africa and DA Deputy Shadow Minister of Public Enterprises.[1]
When elected a City of Cape Town Councillor in 2006 he immediately started fighting the crime of Copper-theft and started a crack specialized crime fighting unit which was called the copperheads. He was the chairperson of that unit which was highly successful and brought down the thefts of copper from R22 million to just under R500 000.00.[2]
van Dalen is a corruption buster and will attack and expose it wherever it raises its ugly head. He has exposed the Eskom/BHP Billiton secret electricity pricing deal when he revealed the ESKOM dossier in 2008. There was a huge outcry from the general public about the supply of electricity at below the cost of generation when South Africa does not even have enough to meet daily demand.[3]
He is currently the DA Deputy Shadow Minister for Agriculture forestry and Fisheries and is the Spokesperson on Fisheries.[1]
He also revealed the attempted corrupt awarding of the R800 million Department of Fisheries vessel management tender to Sekunjalo which has close relations with President Jacob Zuma. This tender was awarded to Sekunjalo by the Minister of Agriculture forestry and fisheries by Minister Tina Joemat-Pettersson. After reporting it to the authorities for investigation and after the secret PriceWaterhouseCooper report was released by him the contract was withdrawn and it is still the subject of a Public Protectors report.[4][5] On Dec 5, 2014 She was found guilty by the Public Protector "The conduct of Minister Tina Joemat-Pettersson and DAFF in this regard is improper and constitutes maladministration. and further "The Minister’s rejection of a request to defer her planned abrupt handover to the SA Navy which led to alleged lack of patrols and deterioration of patrol vessels was imprudent and led to fruitless and wasteful expenditure" the recommendation to the The President is "To consider taking disciplinary action against the Minister for her reckless dealing with state money and services resulting in fruitless and wasteful expenditure, loss of confidence in the fisheries industry in SA and alleged decimation of fisheries resources in SA and delayed quota allocations due to lack of appropriate research.[6]
van Dalen has studied at Wits University. He has attained a NQF level 7 graduate diploma in Advanced Governance and Leadership in 2013.[7][8] After a 5-year term in Parliament serving on Public Enterprises and Fisheries portfolio committees as the DA Deputy Shadow Ministers serving his term with vigor and passion. Always asking the difficult questions and never far away from controversy. Always pushing the boundary and never giving up. In March 2015 he was re-elected to Parliament and is now serving as the Deputy Shadow Minister of Energy.
