Michael N. Schmitt is an international law scholar specializing in international humanitarian law and use of force issues. He is the Chairman of the Stockton Center for the Study of International Law at the United States Naval War College.[1] He is also Professor of Public International Law at the University of Exeter,[2] the Francis Lieber Distinguished Scholar at the Lieber Institute of the United States Military Academy at West Point,[3] Fellow at Harvard Law School's Program on International Law and Armed Conflict,[4] and Senior Fellow at the NATO Cooperative Cyber Defence Centre of Excellence. Professor Schmitt is the General Editor of International Law Studies,[5] a Fellow of the Royal Society of the Arts, and a Member of the Council on Foreign Relations.

From 1979-99, Schmitt was an intelligence officer and judge advocate in the United States Air Force. He served in Colorado, Rhode Island, Belgium, Greece, and Turkey. Schmitt graduated first in class from the Naval War College in 1996, and his operational law experience includes service in both Operation Provide Comfort and Operation Northern Watch. In 1999, he became Professor of International Law at the George C. Marshall European Center for Security Studies in Garmisch, Germany, eventually becoming Dean. He was subsequently Chair of Public International Law at Durham University before returning to the Naval War College as Chairman of the Stockton Center for the Study of International Law.[6]
