María del Rosario Guerra de La Espriella
María del Rosario Guerra de La Espriella is an economist, expert, and university professor in Colombian public politics. She has been chosen Senator of the Republic of Colombia by the movement Centre Democratic for the period 2014-2018. She served as Minister of Communications of Colombia during the second administration of Álvaro Uribe, from July 2006 until January 2010.[1]
Training
María del Rosario Guerra, was born in Sincelejo - department of Sucre, is economist at the egresado of Del Rosario University, graduated with a Masters in Public Administration at the Harvard University and a Masters in Agricultural Economy of the Cornell University.
She was the prime minister of Technologies of the Information and the Communication in Colombia during the government of Álvaro Uribe, as well as Minister of communications, besides, exerted like Vice-chancellor of the University of Rosario, President of the Financial Bottom of Projects of Development FONADE and General Director of the Administrative Department of Science, Technology and Innovation - Colciencias, among others charges. One of her main contributions was to carry out the Law of Technologies of the Information and the Communication, TIC (Law 1341 of 2009), the Law on the Services Postcards (Law 1369 of 2009), the creation of program them digital Territories, MiPymes Digital and Digital Citizen, and the overcrowding of Internet to regions marginalized and separated in Colombia.
In addition she has been consulting and professor of chair in Del Rosario University, University of the Andes and in the National University of Colombia. From 2011 she restarted her academic activities and is professor of Introduction to the Economy in the University of Rosario and in the CEASES in Bogota.
Political path
On 9 March 2014 she was chosen Senator of the Republic for the period 2014-2018 by the 1Democratic Centre, political movement that leads the ex-president and also chosen Senator Álvaro Uribe. It was founder of the company of consultancies (LEICO Consultores Associated) in strategic subjects and of public politics of Telecommunications, television, upper education, economic regulation, science and technology, and institutional reforms.[2][3]
